The Tool Cart is modeled after the rolling metal tool chests commonly found in automotive garages and workshops. These mobile cabinets became popular in the mid-20th century as car repair grew more specialized and mechanics needed organized, movable storage for heavy tools. You can find the Tool Cart at Nook's for 2,400 Bells or Wardell's catalog for 2,200 Poki.
How to get it IRL
This tool cart available on Amazon is the closest I've found to the Animal Crossing version. Like the in-game version it has two tool drawers with silver colored handles, wheels for rolling it, and a black top (which in the case of the IRL version expands to provide workspace).
